Historical Note: Byron E. Blair was born in 1920 and received a B.S. in Physics from Wheaton College in 1942.  During World War II served in the U.S. Navy and retired as a Lieutenant Commander in the U.S. Naval Reserve.  Later he was associated with the U.S. Bureau of Mines where he evaluated vibration instrumentation and studied varied aspects of rock mechanics.  In 1960 he joined the National Bureau of Standards and later the Time and Frequency Division, where he engaged in research on precise frequency measurement and phase stability of radio signals. In August 1969, he served as a National Academy of Sciences-National Research Council delegate to the 16th General Assembly of URSI in Ottawa, Canada.  Mr. Blair was a member of Study Group 7 of the International Radio Consultative Committee (CCIR) and of the Scientific Research Society of America. Byron Blair died in 1982. <Proceedings of the IEEE, May 1972>
